The Wher Lords are essentially a pack of glorified thugs known for their extremely strict code of honor. They have an unusually large range for Pernese organized crime (covering most of the western half of the Northern Continent), and the leadership has to date been extremely effective at evading capture. They're lead by a woman called the Wher Mother by most of the populace; her precise identity is unknown, as there are three women who could qualify and all of them are fairly secretive.

The majority are identified by a simple red line tattooed around the base of their right pinky finger; if someone is missing that finger, they are likely ex Wher Lords for one reason or another. Some of the more powerful or higher-ranking members of the gang have elaborate tattoos of a scarlet wher on their abdomen; they are uncommon due to being infused with a spell to increase their strength, pain tolerance, and endurance, and anyone with one is a good deal tougher than the average person. All Singers in the Wher Lords have the Wher Mother's Mark tattooed somewhere on their bodies, without exception.

The Wher Lords have extremely strict codes of honor, and breaking those codes tends to lead to brutal retribution. As such, they're usually tolerated by those within their territory, and some of the more lawless areas actually welcome them due to their swift and vicious enforcement.

They primarily deal with smuggling and the drug trade, but money lending and protection rackets are also common. Human trafficking is strictly prohibited officially, but the furthest outreaches have been known to violate that edict on a small scale (although more than a few have been wiped off the face of Pern for getting caught doing so).

The Wher-Lords have for the most part a merit-driven hierarchy; while most of the current leaders are related, all have chosen or are considering replacements who have simply shown a combination of competence and willingness to enforce the gang's code. This isn't to say that there isn't a degree of nepotism in these choices, only that it's not as extreme as it usually is on Pern.

The usual hierarchy of the smaller groups is generally fluid; groups break up and reform as needed for certain jobs, and someone being a leader once is not a guarantee that they will be leader again (particularly if they were a hindrance or messed up a vital part of a job). As a loose rule, older individuals and Singers tend to be chosen as leaders more often than not, but this has more to do with experience and power than anything else.

Unknown outside of the gang's Singers and the upper ranks is that the Mark tattoo is linked to the Wher Mother's ability to control other Singers. There is enough meaningless ritual surrounding it that it's unclear to observers what's actually required and what's just a smokescreen.
